Couriers and Messengers Class Codes – Reader Question
This Couriers and Messengers article came about due to another operator in the world of Workers Comp who read my last article before I published it. Their comment was – “Hey, why did you not add in the Class Code description at the end of the article?” My answer was that the prior article was long enough. I decided to add this info as a separate article.

I used the Alaska example. Most states have the same info – with exceptions, of course. An Alaska courier or messenger operates in tough weather conditions.
Mail, Parcel, or Package Delivery and Courier or Messenger Service Companies–All Employees & Drivers
Mail, packages, or parcels
Mail, packages, or parcels refer to those items where the delivery charge or tariff is assigned to the individual envelope, package, or parcel.
Truckload or partial truckload hauling
This phraseology does not apply to truckers who haul packaged goods or merchandise where the hauling or transport charge is based on
- a flat contract price for the consignment
- a truckload or partial truckload, or
- the cumulative weight of the packages or parcels being transported.
Radius of operations
The term local
is intended to limit the radius of operations to allow a driver to complete assigned deliveries and return to the point of dispatch within the normal workday
Dispatchers
A dispatcher is an employee who sends vehicles to specific destinations. Vehicles include
- aircraft
- automobiles
- trains
- trucks, or
- vessels.
Important The appropriate clerical classification can be applied only if the conditions for clerical office or clerical office telecommuting employees are met. Dispatchers who do not qualify are classified to the appropriate basic classification or classifications that apply to the business.
Mail, package, or parcel delivery and courier or messenger service operations
This code applies to employers that
- deliver nonowned mail, small packages, or small parcels from post offices to the customer’s location
- provide a messenger or courier pickup and delivery service, or
- provide a parcel or package pickup and delivery service under contract with private enterprises.
Important An important difference between Code 7380 and Code 7231 is that Code 7231 applies to messengers and couriers who deliver nonowned goods, whereas Code 7380 applies to messengers who deliver goods owned by the employer.
This phraseology includes All Employees
in its caption. See NCCI’s Basic Manual rule, All Employees,
All Other Employees,
All Operations,
or All Operations to Completion
, for operations that are classified separately.
Pickup and delivery services
For the purposes of this code, a pickup and delivery service is a service comparable to that of the US Postal Service, where the employer
- delivers nonowned mail, packages, or parcels to the customer
- picks up nonowned mail, packages, or parcels from the customer, and
- delivers nonowned mail, packages, or parcels to locations specified by the customer.
Important See Code 7232 for employers that deliver mail, parcels, or packages under contract with the US Postal Service.
An example of equipment is hand trucks.
Pickup and delivery vehicles
Examples of pickup and delivery vehicles include
- any type of motor vehicle
- pickup trucks
- private passenger automobiles
- sedans
- station wagons, and
- vans.
Important Employees who deliver mail, packages, or parcels by foot or public transportation are classified to the governing code of the employer.

- mechanics and garage employees who maintain, service, and repair equipment, and
- messengers.
