Putting the Puzzle Together – Trump Executive Order and Workers Comp

No political leanings with my comments on a recent Trump Executive Order.  Let us look at how this has a high probability of affecting Workers Comp over the next few years.

Dr. Rchard Victor – Former Head of WCRI

After stepping down as the Workers Comp Research Institute’s CEO, Dr, Victor returned to WCRI’s annual conference to speak on the subject of substituting Workers Comp for health needs.  I wrote a few articles on the subject.  Dr Victor referred to the phenomenon as case shifting.

Case shifting occurs when health insurance becomes so unaffordable that injured workers seek out coverage under Workers Comp. Even though I was unsure of the concept when presented in 2014 and 2015, many articles on the subject appeared on this website.

Check out this list of articles on case shifting by using this link.   WCRI went on to study the concept further over the next few years.

Wait, how does a Trump Executive Order cause case shifting? Hold on, I a getting there one puzzle piece at a time.

Trump Executive Order Repealed Biden EO 14070 and 14009

Remember, this article has no political leanings – analytics only. A recent article said that 24 million Americans could be affected -a big number.  The consensus in the article was that repealing EO 14070 and 14009 would possibly limit access to healthcare.  I am not 100% sure of the effect.  I recommend reading the article.

Dr. Victor’s Case Shifting Hypothesis

Limiting access to healthcare as recently may result in case shifting to Workers Comp to receive necessary healthcare.  A few years later, WCRI also performed a study that showed that large deductible health insurance caused case shifting.

Bottom Line On The Trump Executive Order

Even the Newsweek article, as with most news articles on the subject, surmised that it is too early to tell on the effect of the order.
